**Federal Project Developer - Federal Services** **JOB DESCRIPTION** Southern Company Federal Services is a dynamic, solutions-driven organization delivering innovative energy and resilience solutions to federal customers across our Operating Companies (OPCOs) and Local Distribution Companies (LDCs) territories. We specialize in Utility Energy Service Contracts (UESCs) helping federal clients achieve energy reduction, cost-efficiency, and mission-critical resilience goals. We seek a highly skilled, innovative, experienced, and proactive Project Developer to lead the development and execution of complex federal energy projects, driving growth in the federal market within the Southern Company's footprint. Candidate must reside within commutable distance of the Federal Services office in Birmingham, AL. Relocation assistance is available for candidates relocating to the Birmingham, AL area. **Essential Responsibilities:** + Lead multidisciplinary project teams to develop large-scale federal UESC projects with budgets exceeding $1MM, ensuring alignment with federal energy and resilience mandates. + Develop and manage project solutions that align with business goals in collaboration with senior management and stakeholders. + Drive project development from initial planning through implementation and performance phases, ensuring contract compliance and customer satisfaction. + Conduct detailed site assessments to identify energy conservation measures (ECMs), develop scopes of work, perform energy savings calculations, and prepare compelling business cases and pricing proposals. + Collaborate with federal clients, third-party engineering firms, and contractors, to define project requirements, manage schedules, and ensure high-quality deliverables. + Oversee project financials, including budget development, cost estimation, and financial modeling, ensuring accuracy and compliance with federal guidelines. + Identify and develop strategies for project risks, developing contingency plans to address technical, financial, and schedule challenges. + Leverage expertise in resilience technologies to propose innovative solutions, including onsite generation, battery storage, and microgrids. + Collaborate with team members and contribute to the development of best practices for federal project execution. **Principal Duties:** + Conduct facility walk-throughs and energy audits to assess project feasibility and customer needs. + Coordinate and lead project teams, including Account Executives, Energy Engineers, Construction Managers, and M&V Specialists, Fostering collaboration and accountability. + Host regular strategy sessions and progress reviews to ensure project milestones are met on time and within budget. + Present project proposals and business cases to senior management, securing approvals for project advancement. + Develop and manage preliminary and investment grade audit budgets, ensuring deliverables meet project goals and federal standards. + Remain engaged through implementation and performance phases to calculate and present energy savings, ensure compliance with contract, and enhance customer satisfaction. + Integrate energy savings data, subcontractor costs, and material costs into robust financial models for UESC projects. + Analyze CMs for technical and financial viability, ensuring alignment with federal energy goals and customer priorities. **Qualifications:** + Bachelor of Science in Engineering required (Mechanical, Electrical, or Energy Engineering preferred). Advanced degree or MBA is a plus. + Professional Certification (PE, PMP, CEM, etc.) preferred. + 7+ years of energy engineering experience required; 3 years focused on federal UESC or ESPC projects preferred. + Proven track record leading complex federal energy projects for agencies such as DoD, GSA, or DOE preferred + General engineering knowledge of HVAC, lighting & lighting controls, DDC/pneumatic controls, water conservation measures and building envelope. Experience with resiliency measures, including onsite generation (PV, CHP, etc.), battery storage, and microgrids is a distinct plus. + Proficiency in energy savings calculations and energy modeling software (e.g., eQuest, Trane Trace). + Familiarity with M&V and performance assurance protocols (e.g., IPMVP, FEMP guidelines). + Familiarity with resilience technologies, including combined heat and power (CHP), solar PV, battery storage, and microgrids. + Demonstrated ability to manage design and construction projects, including budgeting, scheduling, and risk mitigation.
